his IP address is sending spam for OMICS (aka Remedy Publishers, Austin Publishers). The spam sent by this entity appears to be targeted at email addresses scraped from websites, Whois records, and other sources associated with academia and research organizations.
OMICS operates a number of open access journals that it claims are peer reviewed, but that are of dubious reputation in the academic community. Most of these spams request that spam recipients submit articles or other material for publication.
